My first thoughts were that there is no point at all to it and that they are doing it simply because they can and it makes them feel big to be in control.

When I read the part about the sharks. I got as far as the word 'military.' That scared me. It makes me wonder if the pigeons and sharks are not just test subjects for something bigger. We are talking mind control here. A sharks sense of smell today, but what next? A human's right to choose. Look at all of the past experiments with subliminal messages. Governments like us all to fall into line and do what they want us to. At the moment we can say no, but will that always be the case?
